What it does
Choosing the wrong document type undermines everything after it, such as a report written as a request or a letter written as a notice. The skill narrows the choice with three questions: the direction of the document, meaning upward, downward, parallel or public; its purpose, such as asking for approval, reporting, deploying work, replying or announcing; and whether the other side must respond. A quick routing list then maps cases to types like request, reply, report, notice, letter, announcement, minutes and decision.
It also lists frequent mix-ups, including report versus request, decision versus resolution, circular versus public notice and why bodies without a reporting line always use a letter. The skill only judges type and direction and never writes the body, which goes to the drafting skill, and a later check goes to document-qa. The criteria come from two core prompt files that are also inlined in the offline system prompt. The SKILL.md is in Chinese.
