What it does

This is the entry point of a larger Chinese-language skill for official documents. The agent identifies the document type, either one of the 15 statutory types or a common formal material such as a briefing, speech draft or work plan, along with the direction of the correspondence, and then loads only the shared rules and the type-specific `spec.md` that it needs.

The first principle is accuracy over polish: no invented facts, policy bases, figures, document numbers or meeting conclusions, with placeholders for the issuing unit, the date and a to-be-verified mark wherever information is missing. Output is a finished Markdown draft, or an outline on request. For Word, the agent applies the font and layout profiles named in the document type's `meta.toml` and exports with `src/scripts/generate_docx.py`. Sibling skills handle docx export, quality checks and offline prompt packaging.

调用方式
