Given a keyword or theme, such as innovative drugs or the low-altitude economy, the skill searches the websites of central government ministries for related policies, measures, plans and developments and compiles them into a fixed-format situation report (情况专报). It complements a daily-digest skill by following one topic across ministries instead of summarizing everything that happened each day.
The workflow starts by fixing the topic, time range and angle. It then searches ministry by ministry with read-only WebSearch and WebFetch calls, recording issuing body, title, key points, date and source URL in materials.md. Every item must have a traceable URL, doubtful ones are marked as pending, and agencies, figures, document numbers and dates are never invented. The report has sections for overview, latest progress, risk assessment and recommendations, files are versioned per keyword so reruns do not overwrite, and a python3 script exports Word. It relies on shared rule files elsewhere in its repository, and its text is in Chinese.
