The skill treats a grant as an argument rather than a request: the proposal must show that the problem matters, that you are the right person, that the approach will work and that the investment is justified. It writes like a domain expert, keeps in mind a tired reviewer scanning dozens of proposals, and wants evidence behind every claim and task traceability behind every expense. Routing picks a CN track for NSFC and other Chinese agencies, drafted in Chinese, or a US track drafted in English, while the conversation can use any language.
Work moves through six phases: profiling, planning, drafting, quality review, simulated peer review and submission prep. Session state is saved in `GRANT_STATE.json` and read at the start of every turn, files are backed up to a `backups/` folder before being overwritten, and your original files are not changed without confirmation. Internal numbered scaffolding is stripped from final output. Bundled references include an NSFC guide, common mistakes, resubmission and post-submission notes, reviewer personas, an AI-flavor checklist and NIH, NSF and NSFC rubrics, alongside scripts and evals.
