The skill is for jobs where some tasks must wait on others, such as a task needing two earlier ones to finish. A run covers a single phase of dependency-ordered lanes and never a whole multi-phase job; the next phase becomes a new run, or an amend when only the definition changed. Fully independent workers are simpler with plain parallel task spawns. Under the ulw-loop or ulw-execute skills, those own the goal and evidence, and this one owns how each phase's run is defined, driven and recovered.
Reading `references/planning.md` in full is a mandatory first step before any graph is defined. A run has a stable key for idempotency, a name and nodes, each with an id, a self-contained English prompt, a category that routes it to a kind of worker and an optional `dependsOn` list. Dependencies set order only, so no upstream output is substituted into later prompts. Nodes run in parallel waves as dependencies clear. The excerpt is cut off at the goal-before-start section.
