The skill scopes plugin work to its own project, implemented through the public SDK rather than adding dedicated logic to the host's own business modules. It first confirms the plugin's purpose, where it lives, and which host version and platform it targets, checking the SDK version and the host's plugin compatibility list separately from which CLI the plugin assumes.
A manifest declares what the plugin contributes and which bindings control where it mounts and what it matches, but a successful install does not mean the feature works. The current manifest format rejects a permissions field, so an installer fully trusts the plugin: a process marked trustedProcess gets no OS sandbox or access isolation from the host.
Rather than reading every reference up front, the skill routes to one section at a time based on the current step: capability selection, manifest and Rust handler implementation, frontend pages, project setup, build and packaging, verification, and distribution each point to their own reference file or section. Delivery reports only source and artifact locations, compatibility, capabilities actually implemented, and real verification results, and modifying source code does not by itself authorize installing, enabling or publishing it on a real instance.
