nsfc-research-foundation-writerWrites or restructures the research foundation section of an NSFC grant proposal in LaTeX, with matching work conditions and research risk responses.
The skill is written in Chinese and fills exactly two files in an NSFC proposal template: extraTex/3.1.研究基础.tex, which also holds the research risk response, and extraTex/3.2.工作条件.tex. It never edits main.tex, the config file or any class or style files. Its aim is to answer a reviewer's three questions with an evidence chain, conditions matched to the research content and a risk plan: have you done it, can you pull it off, and what if something goes wrong.
You can supply a project_root and an output_mode, where preview only prints the two LaTeX drafts with their target paths and apply, the default, writes them. Missing facts are collected through an info form. The foundation part lists research accumulation and interim results that can be verified, with placeholders for details you must fill, and gives one to three supports each for theory, technique, team and conditions. The risk part needs at least three risks covering technical, schedule and resource issues, each with early signals and a fallback route.
The work conditions part lists conditions already in place, such as platforms, datasets, samples, computing power, team roles and compliance, and lists what is missing with a way to close each gap. Consistency checks compare the conditions with the key tasks in section 2.1 and the risk plans with the yearly milestones in 2.3, marking gaps for you. Scripts for checking outputs and validating the skill, a config file and reference checklists ship with it.

NSFC Research Foundation Writer loads about 1.3k tokens when it runs, and up to ~2.3k if it reads all its reference files. Until then it costs about 36 tokens; SKILL.md has 340 words of instructions outside code blocks.
Estimates: characters ÷ 4, the usual rule of thumb; real counts depend on the model's tokenizer. Scripts and assets cost tokens only if the agent reads them.
The automated check found no risky patterns in SKILL.md.
Automated static check — not a guarantee. Review scripts before installing. It scans the text of SKILL.md for risky patterns (piping downloads into a shell, reading credential files, hidden Unicode, destructive commands); the scripts in this folder are not scanned.

Going by SKILL.md and its folder, NSFC Research Foundation Writer needs Python for the scripts in its folder and the command-line tools its instructions call (python3). Our summary lists: An NSFC LaTeX proposal project with an extraTex folder.
SKILL.md contains no URLs. Any network use would come from the scripts or tools the agent runs. This is read from the text; nothing was executed.
Our automated static check of SKILL.md found no risky patterns, such as piping downloads into a shell, reading credential files or hidden Unicode. It is not a guarantee. The check reads SKILL.md only: the scripts in the folder are not scanned, so read them before running anything.
NSFC Research Foundation Writer is published under the MIT licence (the repository's licence). It allows redistribution, so the full SKILL.md is shown on this page.
About 1.3k tokens (SKILL.md is roughly 5.1k characters). Agents keep only the skill's name and description in context until a task matches; then they load SKILL.md in full. Its references folder adds about 1k tokens, read only when the agent opens those files.
