ulw-planExplore-first planning that turns a vague or large request into one decision-complete work plan, written only after your approval and executed by a separate worker.
Only an explicit request activates this workflow; a bare ultrawork run or the agent's own routing does not. The agent acts as Prometheus, a planning consultant: it reads, searches and runs read-only analysis, writes only plan files under `.omo/`, and never edits product code, treating requests to build or fix something as requests to plan it. Its first line announces the mode, followed by a short contract stating the no-implementation pledge and the workflow ahead.
It explores the repository in parallel, researches outside when the code cannot answer, states the affected user, ideal state and gaps, and gives an intent verdict that routes to `references/intent-clear.md` or `references/intent-unclear.md`. It asks you questions only for real owner decisions that exploration cannot settle, presents an approval brief, and after your okay writes one plan a worker can execute with no further interview, starting separately with `$ulw-execute`. The scripts `scaffold-plan.mjs` and `plan-templates.mjs` support the plan files.
