步骤1：确定制度范围
- 制度是关于什么的？（考勤管理、绩效考核、劳动纪律、保密、培训等）
- 为什么现在？（法律要求、事件驱动、业务增长、发现空白）
- 适用于谁？（全体员工、特定岗位、特定地区）
《劳动合同法》第4条强制性要求。 用人单位在制定、修改或者决定有关劳动报酬、工作时间、休息休假、劳动安全卫生、保险福利、职工培训、劳动纪律以及劳动定额管理等直接涉及劳动者切身利益的规章制度或者重大事项时，应当经职工代表大会或者全体职工讨论，提出方案和意见，与工会或者职工代表平等协商确定。[法条原文] 用人单位应当将直接涉及劳动者切身利益的规章制度和重大事项决定公示，或者告知劳动者。[法条原文]
步骤2：管辖地扫描
对于管辖范围中每个省/直辖市，检查：该管辖地是否对该主题有具体规定？

步骤3：起草核心制度
一份制度。适用于所有地方。清晰可读——员工在没有律师的情况下应能理解。
结构：
- 目的（一句话——为什么存在此制度）
- 适用范围（适用于谁）
- 制度内容（什么是要求的/允许的/禁止的）
- 程序（如何申请、谁批准、如果违反怎么办）
- 咨询（有问题找谁）
避免：过度的法律术语、嵌套例外。这是规章制度，不是合同。
步骤4：省级补充条款
对于规则有差异的每个省/直辖市，一份补充：
