- 哪些类别零个或极少数源已配置
如果存在明显缺口——例如用户监测清单包含"金融监管"类别但动态源中仅有"中国人民银行"，缺少"国家金融监督管理总局""中国证监会"——在摘要顶部提示一次：

第2层——付费动态源（如已配置）

跨层级去重——同一文件可能出现在多个来源中。取信息最丰富的来源用于充实输出。
不得静默填补。 如果动态源拉取对监测清单中的某个监管机构返回很少或没有结果，报告已发现的内容并停止。不要在不询问的情况下用联网搜索或模型知识填补空白。说明："动态源检查从[被命中的监管机构]返回[N]条事项。[监管机构/主题]的覆盖似乎较薄弱。选项：(1) 扩大日期窗口，(2) 尝试不同的动态源或MCP，(3) 搜索网络——结果将标记

次级来源。 一些来源（法律科技媒体、律所评论、行业协会简报、学术机构报告等）报道主要的监管行动但不是主要来源。从此类源中拉取的任何事项应标记 [次级来源] 以及来源名称标签。在摘要中，当次级来源的事项描述监管机构行动时，添加注释："→ 追溯至一手来源：[如已知监管机构链接，否则'在<监管机构>.gov.cn上查找后再依赖']。" 不要仅凭次级来源的强度将事项分类为"始终重要"——在找到一手来源之前降低一个层级。
第3层——手动录入
如果用户粘贴了法规文本或摘要而非从定时动态源检查触发：将粘贴的内容视为单一事项，跳到第2步进行分类，并将来源记录为"手动录入"。无需动态源拉取。此路径无论订阅状态如何均可使用。
拉取后记录检查时间戳。下次定时运行从此时间点开始。
第2步：分类
每个事项根据 ~/.claude/plugins/config/claude-for-legal/regulatory-legal/CLAUDE.md 分配重要度层级：

不要对"仅供参考"事项逐一摘要——仅计数即可。
输出
摘要默认在对话中输出。当输出包含一个或多个高于"仅供参考"的事项时，同时也写入可共享文件，除非用户的 CLAUDE.md 明确设置了 摘要输出 → 仅对话。
