skill-creatorGuides creating, updating, reviewing and validating GitHub Copilot agent skills, from deciding whether a skill is the right tool to structuring bundled resources.
This skill helps write SKILL.md files for GitHub Copilot, stored under .github/skills. It explains what a skill is and its three loading levels: metadata that is always in context and acts as the trigger, the SKILL.md body loaded when it triggers and kept under 500 lines, and bundled scripts, references and assets loaded on demand. It also says what to leave out, such as setup guides, changelogs and user-facing documentation.
Before creating anything it asks whether a skill is the right vehicle, comparing it with copilot-instructions entries, file-scoped instruction files, one-off prompt files and dedicated agent files. For a skill, it covers writing the description for reliable triggering, folder structure and bundled resources. Helper scripts initialize a skill and run a quick validation, and references hold output patterns, a quality checklist and workflow patterns.
It is not meant for general coding questions, runtime debugging or MCP server configuration; those fall outside skill authoring and should be handled in the normal way.

Read from SKILL.md and the folder at commit 554ac0b. It shows what the files ask for, not the result of running them.
Pre-approves nothing: there is no allowed-tools line, so your agent's usual permission prompts apply.
From allowed-tools in the SKILL.md frontmatter.
Ships 2 files in scripts/ (Python), which the agent can run.
Shell commands in SKILL.md call:

Copilot Skill Creator loads about 4.1k tokens when it runs, and up to ~7.8k if it reads all its reference files. Until then it costs about 148 tokens; SKILL.md has 1,911 words of instructions outside code blocks.
Estimates: characters ÷ 4, the usual rule of thumb; real counts depend on the model's tokenizer. Scripts and assets cost tokens only if the agent reads them.
The automated check found no risky patterns in SKILL.md.
Automated static check — not a guarantee. Review scripts before installing. It scans the text of SKILL.md for risky patterns (piping downloads into a shell, reading credential files, hidden Unicode, destructive commands); the scripts in this folder are not scanned.
Without a licence we can't republish the file, so here is its outline and opening line. It has 1,911 words (~4,111 tokens).

Copilot Skill Creator fits situations like: creating a new Copilot skill from scratch; turning a repeated workflow into a reusable skill; improving an existing SKILL.md description so it triggers reliably; deciding between a skill, an instructions file and a prompt file.
Run `npx skills add thomast1906/github-copilot-agent-skills --skill skill-creator -a claude-code`. Or copy the skill folder (.github/skills/skill-creator in thomast1906/github-copilot-agent-skills) into .claude/skills/skill-creator in your project. Claude Code loads it when a task matches its description.
Run `npx skills add thomast1906/github-copilot-agent-skills --skill skill-creator -a codex`. Or copy the skill folder (.github/skills/skill-creator in thomast1906/github-copilot-agent-skills) into .agents/skills/skill-creator in your project. Codex loads it when a task matches its description.
Cursor, Gemini CLI, GitHub Copilot and OpenCode also load SKILL.md folders. With the skills CLI, run `npx skills add thomast1906/github-copilot-agent-skills --skill skill-creator -a cursor` (or -a gemini-cli, github-copilot or opencode for the others). To copy it by hand, put the folder in .cursor/skills/skill-creator, .gemini/skills/skill-creator, .github/skills/skill-creator and .opencode/skills/skill-creator in your project.
Going by SKILL.md and its folder, Copilot Skill Creator needs Python for the scripts in its folder and the command-line tools its instructions call (python). Our summary lists: Python 3 for the init and validation scripts.
SKILL.md contains no URLs. Any network use would come from the scripts or tools the agent runs. This is read from the text; nothing was executed.
Our automated static check of SKILL.md found no risky patterns, such as piping downloads into a shell, reading credential files or hidden Unicode. It is not a guarantee. The check reads SKILL.md only: the scripts in the folder are not scanned, so read them before running anything.
No licence was found for Copilot Skill Creator or its repository. Without one, default copyright applies: ask the author before reusing or redistributing it.
About 4.1k tokens (SKILL.md is roughly 16k characters). Agents keep only the skill's name and description in context until a task matches; then they load SKILL.md in full. Its references folder adds about 3.7k tokens, read only when the agent opens those files.
