The skill covers the boundary between discovering a flow and executing it in the Smithers workflow framework. A flow directory has exactly one entry file, flow.ts, flow.mdx or SKILL.md, and the registry's list and warnings commands read a lightweight descriptor, source and digest only, without importing the file's body, so a catalog listing never executes the flow it describes.
Running a flow is a separate step that loads the selected file's body, resolves its delegate and supplies runtime layers; a TypeScript module can export a layer alongside its default flow, built once in the scoped host context with named refusals recorded for any service that is unavailable. The host alone owns the action table, so modules export their layer directly rather than providing implementations themselves. The skill also flags one exception to the no-execution rule: the filesystem command listing's help, OpenAPI or MCP projection imports visible modules to publish their input schemas.

Pack entries retain provenance and path confinement; verify name precedence, stale descriptors, and an edit during refresh in tests.
@smthrs/fs command listing is metadata-only, but its first Incur help/OpenAPI/MCP projection imports visible modules to publish input schemas. Keep that distinction explicit when claiming a discovery path runs no user code.
