What it does

Drug Pricing Ira is an agent skill from hh-health-AI/healthcare-equity. This skill should be used when the user asks to "map [TICKER]'s IRA exposure", "drug pricing risk", "Medicare negotiation exposure", "Part D redesign impact", "340B exposure", or "inflation rebate risk" for a pharma or biotech name.

Its SKILL.md is about 480 tokens, which your agent loads only when the skill is triggered. The skill folder holds 2 other files, including reference files (for example `references/prompts.md`).

The repository describes itself as: Synthesis engine for buy-side healthcare equity research. The licence is MIT.

What it can do on your machine

Read from SKILL.md and the folder at commit 6c7bda8. It shows what the files ask for, not the result of running them.

  • Tool permissions

Pre-approves nothing: there is no allowed-tools line, so your agent's usual permission prompts apply.

From allowed-tools in the SKILL.md frontmatter.

  • Runs code

No scripts in the folder and no shell commands in SKILL.md.

From the folder's file list and the shell code blocks in SKILL.md.

  • Network

    No URLs in SKILL.md.

From URLs in SKILL.md, links to its own repository left out.

  • Credentials

Names no API keys, tokens, secrets or passwords.

From names ending in _API_KEY, _TOKEN, _SECRET, _KEY or _PASSWORD in SKILL.md.

Context cost

Drug Pricing Ira loads about 483 tokens when it runs, and up to ~694 if it reads all its reference files. Until then it costs about 62 tokens; SKILL.md has 207 words of instructions outside code blocks.

Always · name and description, kept in context so the agent knows when to use it
~62
When it runs · the whole SKILL.md, loaded when a task matches
~483
With references · SKILL.md plus every file in references/, read only if the agent opens them
~694

Estimates: characters ÷ 4, the usual rule of thumb; real counts depend on the model's tokenizer. Scripts and assets cost tokens only if the agent reads them.

Safety

Auto-check passed

The automated check found no risky patterns in SKILL.md.

Automated static check — not a guarantee. Review scripts before installing. It scans the text of SKILL.md for risky patterns (piping downloads into a shell, reading credential files, hidden Unicode, destructive commands); files beside SKILL.md are not scanned.

Drug Pricing & IRA Exposure

Map a branded pharma/biotech name's exposure to US drug-pricing reform, asset by asset.

Workflow

  1. Build the asset inventory: each marketed product with US revenue, molecule type (small molecule vs biologic), FDA approval date, and Medicare (Part B vs Part D) revenue mix from filings.
  2. Run the ESG-03 prompt in ${CLAUDE_PLUGIN_ROOT}/skills/drug-pricing-ira/references/prompts.md: asset-by-asset negotiation exposure (9-year small-molecule / 13-year biologic thresholds) → Part D redesign impact → 340B exposure → inflation rebate → mitigations → net thesis impact vs consensus.
  3. Ground the selection mechanics in primary sources via web research: CMS's published selected-drug lists and negotiated "maximum fair prices", the annual selection calendar, and eligibility rules (spend ranking, small-biotech and orphan exceptions). Time-stamp which negotiation cycle each claim refers to.
  4. Model the behavioral responses, not just the price cut: launch-timing and indication-sequencing incentives ("small-molecule penalty"), net-price convergence with existing rebates (the negotiated price hit is measured against net, not list), and Part D redesign's reallocation of catastrophic-phase liability to plans and manufacturers.
  5. Separate federal-policy evidence (this skill) from Medicare coverage evidence (coverage-check) and from state/PBM dynamics (label separately if material).
  6. End with the EVIDENCE BRIEF block; pass per-asset net-price and volume deltas to healthcare-equity model-valuation (pairs with MOD-04 LOE bridge and SUB-PHA-04 GTN analysis there).
