减税降费能否真正激励企业创新,是评估结构性减税政策成效的关键问题。本文基于 2013—2020 年中国 A 股上市公司数据,利用增值税留抵退税政策的分批推行构造多时点双重差分,缓解减税政策的内生性。研究发现:留抵退税使企业研发投入强度显著提高约 X 个百分点,主要通过缓解融资约束和改善现金流两条渠道实现;该效应在原本融资约束更紧、民营与制造业企业中更为明显。本文为通过财税工具激励企业创新、优化营商环境提供了微观证据。
