create-issueTurns a feature idea or bug description into a drafted GitHub issue with a bilingual body and the right labels, then submits it with gh once you approve.
The agent classifies the request as a feature request or bug report, investigates the codebase for relevant code and existing behavior, and checks related issues with gh issue list. It reads the matching issue template from .github/ISSUE_TEMPLATE and uses its field labels to structure a markdown draft saved under .qwen/issues for review. The draft is written from the user's perspective, avoids internal implementation details, keeps the title in English and puts an English body first with a Chinese translation in a collapsible block.
The draft is shown and revised until you are satisfied, and nothing is submitted without your explicit approval. Then gh issue create posts it with labels: type/feature-request or type/bug, plus status/needs-triage. The issue URL is reported back.

Create GitHub Issue loads about 534 tokens when it runs. Until then it costs about 30 tokens; SKILL.md has 228 words of instructions outside code blocks.
Estimates: characters ÷ 4, the usual rule of thumb; real counts depend on the model's tokenizer. Scripts and assets cost tokens only if the agent reads them.
The automated check found no risky patterns in SKILL.md.
Automated static check — not a guarantee. Review scripts before installing. It scans the text of SKILL.md for risky patterns (piping downloads into a shell, reading credential files, hidden Unicode, destructive commands); files beside SKILL.md are not scanned.

Create GitHub Issue fits situations like: filing a feature request in a repository with issue templates; reporting a bug with codebase context included; writing issues with an English body and a Chinese translation.
Run `npx skills add QwenLM/qwen-code --skill create-issue -a claude-code`. Or copy the skill folder (.qwen/skills/create-issue in QwenLM/qwen-code) into .claude/skills/create-issue in your project. Claude Code loads it when a task matches its description.
Run `npx skills add QwenLM/qwen-code --skill create-issue -a codex`. Or copy the skill folder (.qwen/skills/create-issue in QwenLM/qwen-code) into .agents/skills/create-issue in your project. Codex loads it when a task matches its description.
Cursor, Gemini CLI, GitHub Copilot and OpenCode also load SKILL.md folders. With the skills CLI, run `npx skills add QwenLM/qwen-code --skill create-issue -a cursor` (or -a gemini-cli, github-copilot or opencode for the others). To copy it by hand, put the folder in .cursor/skills/create-issue, .gemini/skills/create-issue, .github/skills/create-issue and .opencode/skills/create-issue in your project.
Going by SKILL.md and its folder, Create GitHub Issue needs the command-line tools its instructions call (gh). Our summary lists: The GitHub CLI (`gh`) with access to the repository; Issue templates under .github/ISSUE_TEMPLATE.
SKILL.md contains no URLs. Its commands use gh, which can reach the network depending on how they are called. This is read from the text; nothing was executed.
Our automated static check of SKILL.md found no risky patterns, such as piping downloads into a shell, reading credential files or hidden Unicode. It is not a guarantee. Review the folder before installing.
Create GitHub Issue is published under the Apache-2.0 licence (the repository's licence). It allows redistribution, so the full SKILL.md is shown on this page.
About 534 tokens (SKILL.md is roughly 2.1k characters). Agents keep only the skill's name and description in context until a task matches; then they load SKILL.md in full.
