What it does

Proposal Innovation Plan is an agent skill from Optima-CityU/LLM4AD_Next. Use when distilling a proposal's innovations and defining milestones, annual plans, contingency points, and expected outcomes.

Its SKILL.md is about 580 tokens, which your agent loads only when the skill is triggered. The skill folder holds 2 other files, including reference files (for example `references/innovation-and-plan.md`).

It sits in Product & Project Management, covering Project management. The repository describes itself as: A next-generation automatic algorithm design platform, making automated algorithm design more accessible and easier to use. The licence is BSD-3-Clause.

What it can do on your machine

Read from SKILL.md and the folder at commit e3d3f7b. It shows what the files ask for, not the result of running them.

  • Tool permissions

Pre-approves nothing: there is no allowed-tools line, so your agent's usual permission prompts apply.

From allowed-tools in the SKILL.md frontmatter.

  • Runs code

No scripts in the folder and no shell commands in SKILL.md.

From the folder's file list and the shell code blocks in SKILL.md.

  • Network

    No URLs in SKILL.md.

From URLs in SKILL.md, links to its own repository left out.

  • Credentials

Names no API keys, tokens, secrets or passwords.

From names ending in _API_KEY, _TOKEN, _SECRET, _KEY or _PASSWORD in SKILL.md.

Context cost

Proposal Innovation Plan loads about 578 tokens when it runs, and up to ~1.2k if it reads all its reference files. Until then it costs about 38 tokens; SKILL.md has 284 words of instructions outside code blocks.

Always · name and description, kept in context so the agent knows when to use it
~38
When it runs · the whole SKILL.md, loaded when a task matches
~578
With references · SKILL.md plus every file in references/, read only if the agent opens them
~1.2k

Estimates: characters ÷ 4, the usual rule of thumb; real counts depend on the model's tokenizer. Scripts and assets cost tokens only if the agent reads them.

Safety

Auto-check passed

The automated check found no risky patterns in SKILL.md.

Automated static check — not a guarantee. Review scripts before installing. It scans the text of SKILL.md for risky patterns (piping downloads into a shell, reading credential files, hidden Unicode, destructive commands); files beside SKILL.md are not scanned.

Proposal Innovation and Work Plan

Use this skill only for the proposal innovation and plan stage.

Read the method reference completely before acting: references/innovation-and-plan.md.

You may read any project source file for context. Write only sections/07-plan.typ.

Project documents are optional context. Their names describe their role; decide whether and when to read each one from the current stage and request. The presence of a project document does not make it mandatory input.

Workflow

  1. Select the completed literature, objectives, and methods needed to establish defensible differences and dependencies.
  2. State each innovation as a specific difference in research question, mechanism, method, integration, or validation. Tie it to a documented limitation, work package, and evaluation path.
  3. Avoid absolute priority claims unless the evidence stage verifies them.
  4. Build milestones and an annual plan around dependencies and reviewable outputs rather than equal calendar slices.
  5. Include decision points and fallback actions for the risks already identified by the methods stage.
  6. Separate expected outcomes from achieved results. Ask the author before asserting fixed publication, patent, venue, performance, or delivery targets.
  7. Write the Typst section, then call publish_stage_result from the enabled LLM4AD stage MCP server with the written path, summary, any citation keys used, context_patch, and a stable idempotency key. Tool success is the stage-completion signal; repair and retry validation errors in the same conversation. Record durable author decisions or constraints newly established or corrected here with stable model-defined keys; return empty patch arrays when nothing changed.

Quality checks

  • Innovations are distinct, evidence-aware, and traceable to objectives and methods.
  • Milestones map to work packages and produce observable evidence.
  • The schedule respects the project duration and task dependencies.
  • Expected outcomes are specific without becoming fabricated guarantees.
