What it does

Operational Design is an agent skill from magnus919/hermes-profiles. COO methodology for process design, organizational scaling, operational metrics, compliance and audit, vendor management, and team topology. Covers value stream mapping, BPMN, bottleneck analysis, scaling from 10 to 100 to 1000 people, KPI design, balanced scorecard, SOC 2, ISO 27001, GDPR readiness, RFP processes, SLA design, vendor scorecards, team topologies, Conway's Law, and Dunbar's Number.

Its SKILL.md is about 1.3k tokens, which your agent loads only when the skill is triggered. The skill folder holds 6 other files, including reference files (for example `references/compliance.md`, `references/operational-metrics.md` and `references/process-design.md`).

It sits in Legal & Compliance, covering SOC 2 and security compliance, OKRs and executive reporting and Vendor and procurement management. The repository describes itself as: Curated Hermes Agent profiles for specialist swarms — opinionated, Hermes-optimized, artifact-pyramid native. The licence is MIT.

What it can do on your machine

Read from SKILL.md and the folder at commit 867a555. It shows what the files ask for, not the result of running them.

  • Tool permissions

Pre-approves nothing: there is no allowed-tools line, so your agent's usual permission prompts apply.

From allowed-tools in the SKILL.md frontmatter.

  • Runs code

No scripts in the folder and no shell commands in SKILL.md.

From the folder's file list and the shell code blocks in SKILL.md.

  • Network

    No URLs in SKILL.md.

From URLs in SKILL.md, links to its own repository left out.

  • Credentials

Names no API keys, tokens, secrets or passwords.

From names ending in _API_KEY, _TOKEN, _SECRET, _KEY or _PASSWORD in SKILL.md.

Context cost

Operational Design loads about 1.3k tokens when it runs, and up to ~11k if it reads all its reference files. Until then it costs about 105 tokens; SKILL.md has 454 words of instructions outside code blocks.

Always · name and description, kept in context so the agent knows when to use it
~105
When it runs · the whole SKILL.md, loaded when a task matches
~1.3k
With references · SKILL.md plus every file in references/, read only if the agent opens them
~11k

Estimates: characters ÷ 4, the usual rule of thumb; real counts depend on the model's tokenizer. Scripts and assets cost tokens only if the agent reads them.

Safety

Auto-check passed

The automated check found no risky patterns in SKILL.md.

Automated static check — not a guarantee. Review scripts before installing. It scans the text of SKILL.md for risky patterns (piping downloads into a shell, reading credential files, hidden Unicode, destructive commands); files beside SKILL.md are not scanned.

Operational Design

COO methodology for designing and scaling operations, managing compliance, selecting and managing vendors, and measuring operational health. These frameworks help a COO build the systems and processes that enable the organization to execute reliably at scale.

When to Load

Load this skill when the task involves:

  • Mapping and optimizing a business process (value stream, BPMN)
  • Planning organizational scaling through growth phases
  • Designing operational KPIs and a balanced scorecard
  • Preparing for SOC 2, ISO 27001, or GDPR compliance
  • Running an RFP or vendor selection process
  • Designing SLAs and vendor scorecards
  • Restructuring teams using team topologies
  • Analyzing bottlenecks and throughput constraints

Design Principles

  1. Process before automation. Automating a bad process makes bad output faster. Map and optimize the workflow before selecting tools.
  2. Scale is a discontinuous function. An organization that works at 10 people will break at 50, 200, and 1,000 — each requires a different operating model. Design for the next phase, not the current one.
  3. Lead with leading indicators. Lagging indicators tell you what already happened. Leading indicators tell you what will happen. A good operations dashboard has a balanced mix of both.
  4. Compliance is a system, not a project. SOC 2 certification is not a one-time effort. Compliance requires embedded controls, continuous monitoring, and periodic testing.
  5. Vendors are partners, not passengers. The cheapest vendor is usually the most expensive in total cost. Invest in vendor relationships proportional to business criticality.
  6. Structure follows strategy. Team topology should be driven by the communication patterns the work requires (Conway's Law), not by reporting lines that are convenient for management.

Questions about Operational Design

What does Operational Design do?

COO methodology for process design, organizational scaling, operational metrics, compliance and audit, vendor management, and team topology. Operational Design is an agent skill from magnus919/hermes-profiles. COO methodology for process design, organizational scaling, operational metrics, compliance and audit, vendor management, and team topology.

When should I use Operational Design?

Operational Design fits situations like: tasks that involve SOC 2 and security compliance; tasks that involve OKRs and executive reporting; tasks that involve Vendor and procurement management.

How do I install Operational Design in Claude Code?

Run `npx skills add magnus919/hermes-profiles --skill operational-design -a claude-code`. Or copy the skill folder (skills/operational-design in magnus919/hermes-profiles) into .claude/skills/operational-design in your project. Claude Code loads it when a task matches its description.

How do I install Operational Design in Codex?

Run `npx skills add magnus919/hermes-profiles --skill operational-design -a codex`. Or copy the skill folder (skills/operational-design in magnus919/hermes-profiles) into .agents/skills/operational-design in your project. Codex loads it when a task matches its description.

Can I use Operational Design in Cursor, Gemini CLI or GitHub Copilot?

Cursor, Gemini CLI, GitHub Copilot and OpenCode also load SKILL.md folders. With the skills CLI, run `npx skills add magnus919/hermes-profiles --skill operational-design -a cursor` (or -a gemini-cli, github-copilot or opencode for the others). To copy it by hand, put the folder in .cursor/skills/operational-design, .gemini/skills/operational-design, .github/skills/operational-design and .opencode/skills/operational-design in your project.

What does Operational Design need to run?

SKILL.md names no scripts, command-line tools or credentials: Operational Design is instructions for the agent only.

Does Operational Design access the network?

SKILL.md contains no URLs. Any network use would come from the scripts or tools the agent runs. This is read from the text; nothing was executed.

Is Operational Design safe to install?

Our automated static check of SKILL.md found no risky patterns, such as piping downloads into a shell, reading credential files or hidden Unicode. It is not a guarantee. Review the folder before installing.

What licence does Operational Design use?

Operational Design is published under the MIT licence (declared in SKILL.md). It allows redistribution, so the full SKILL.md is shown on this page.

How many tokens does Operational Design use?

About 1.3k tokens (SKILL.md is roughly 5.1k characters). Agents keep only the skill's name and description in context until a task matches; then they load SKILL.md in full. Its references folder adds about 9.5k tokens, read only when the agent opens those files.

What are the alternatives to Operational Design?

Skills that share tags, products or a category with Operational Design: Operational Design (magnus919/agent-skills, 115 stars), Nist 800 53 (Sushegaad/Claude-Skills-Governance-Risk-and-Compliance, 946 stars), Audit Report (harness/harness-skills, 115 stars) and Cis Controls (Sushegaad/Claude-Skills-Governance-Risk-and-Compliance, 946 stars). The comparison table on this page puts their stars, adoption, token cost, safety result and licence side by side.
