The skill treats klibs.io as the source of truth for KMP library discovery and version choice. It applies when you want the newest stable version of a library, Gradle or Maven coordinates, a comparison of libraries for a capability such as storage, networking, logging, DI or UI, or a check of target support across iOS, Android, JVM, JS, Wasm and Kotlin/Native.

Data comes preferably from the klibs.io MCP server, which searches projects by keywords, platforms and Kotlin version and returns the latest and latest stable version for a `groupId:artifactId`, along with build tool and Kotlin versions; package pages are the fallback. The rules: recommend stable releases unless prereleases are requested, give the version and release date when asked for the latest, compare only libraries shown as KMP-capable for the needed targets, and say so when a library is not listed. General Kotlin help, project setup, Gradle troubleshooting and Android-only dependencies are out of scope.
