governance-syncAudit or explicitly synchronize Claude and Codex repository governance without overwriting conflicts.
Governance Sync is an agent skill from hashgraph-online/awesome-codex-plugins. Audit or explicitly synchronize Claude and Codex repository governance without overwriting conflicts. Triggers: governance sync, CLAUDE.md, AGENTS.md, instruction mirror.
Its SKILL.md is about 800 tokens, which your agent loads only when the skill is triggered. The skill folder holds 2 other files (for example `agents/openai.yaml`).
It sits in Agent Workflows, covering Agent instruction files. The repository describes itself as: A curated list of awesome OpenAI Codex / ChatGPT plugins, skills, and resources. The 1 Codex Marketplace. See live plugins at: https://hol.org/plugins/best-codex-plugins. The licence is Apache-2.0.
Read from SKILL.md and the folder at commit 9e7b281. It shows what the files ask for, not the result of running them.
Pre-approves these tools, so the agent can use them without asking each time:
ReadBashFrom allowed-tools in the SKILL.md frontmatter.
Shell commands in SKILL.md call:
python3From the folder's file list and the shell code blocks in SKILL.md.
No URLs in SKILL.md.
From URLs in SKILL.md, links to its own repository left out.
Names no API keys, tokens, secrets or passwords.
From names ending in _API_KEY, _TOKEN, _SECRET, _KEY or _PASSWORD in SKILL.md.
Governance Sync loads about 800 tokens when it runs. Until then it costs about 47 tokens; SKILL.md has 303 words of instructions outside code blocks.
Estimates: characters ÷ 4, the usual rule of thumb; real counts depend on the model's tokenizer. Scripts and assets cost tokens only if the agent reads them.
The automated check noted patterns worth knowing about, such as sudo or a known installer.
allowed-tools: Read, BashAutomated static check — not a guarantee. Review scripts before installing. It scans the text of SKILL.md for risky patterns (piping downloads into a shell, reading credential files, hidden Unicode, destructive commands); files beside SKILL.md are not scanned.

.claude/skills/governance-sync/SKILL.md (or your agent's skills folder). This skill also uses 1 other file; get the full folder from GitHub.This explicit-only operator audits native repository instructions and can create a missing Claude or Codex adapter from one declared source. It never edits a conflict.
Resolve the installed script once. Claude Code and Codex compatibility loading
provide CLAUDE_PLUGIN_ROOT; otherwise use the direct relative path from the
documented installed skills/governance-sync working directory:
if [ -n "${CLAUDE_PLUGIN_ROOT:-}" ]; then
KERNEL_GOVERNANCE_SYNC="$CLAUDE_PLUGIN_ROOT/scripts/governance-sync.py"
else
KERNEL_GOVERNANCE_SYNC="../../scripts/governance-sync.py"
fi
test -f "$KERNEL_GOVERNANCE_SYNC"Run python3 "$KERNEL_GOVERNANCE_SYNC" audit <root> --json.
The audit discovers
canonical Git roots, ignores caches, deduplicates linked worktrees, and reports:
missing both, Claude-only, AGENTS-only, both identical, generated current, generated
stale, incomplete generation, conflict, and scoped .claude states. Generated states
are decided from manifest hashes and adapter provenance, not raw file equality.
Missing-both is compliant and remains untouched unless init is explicit.
Show the exact repository, source, target, and backup directory. Continue only after the user confirms one command:
python3 "$KERNEL_GOVERNANCE_SYNC" adopt REPO --source CLAUDE.md --backup-dir REPO/.kernel-governance-backups/adopt
python3 "$KERNEL_GOVERNANCE_SYNC" generate REPO --backup-dir REPO/.kernel-governance-backups/generate
python3 "$KERNEL_GOVERNANCE_SYNC" check REPOAGENTS.md and .claude/CLAUDE.md are also valid sources. The manifest pins the
source path, source hash, output, output hash, and generator version. Scoped sources
stay where they are; only the missing root-native adapter is generated. A regular
file conflict, unrecorded edit, stale hash, malformed manifest, symlink, or existing
backup with different content stops the operation. Identical backups are idempotent.
Backups stay inside the repository. Use separate BACKUPS/adopt and
BACKUPS/generate phases so an approved source
update preserves both the pre-adoption state and the adapter it replaces.
Writes are crash-consistent per file: each completed replacement is a whole, fsynced
file. An interruption can leave some files current and others stale; check reports
that drift without changing anything, and rerunning the write operation converges it.
There is no background lock, journal, rollback, or cleanup of unknown temporary files.
An existing backup-directory symlink is always rejected before path resolution.
Use python3 "$KERNEL_GOVERNANCE_SYNC" init REPO --backup-dir REPO/.kernel-governance-backups/init only when the user explicitly wants governance
created in a repository where both native files are absent.

Audit or explicitly synchronize Claude and Codex repository governance without overwriting conflicts. Governance Sync is an agent skill from hashgraph-online/awesome-codex-plugins. Audit or explicitly synchronize Claude and Codex repository governance without overwriting conflicts.
Governance Sync fits situations like: tasks that involve Agent instruction files.
Run `npx skills add hashgraph-online/awesome-codex-plugins --skill governance-sync -a claude-code`. Or copy the skill folder (plugins/ariaxhan/kernel-claude/skills/governance-sync in hashgraph-online/awesome-codex-plugins) into .claude/skills/governance-sync in your project. Claude Code loads it when a task matches its description.
Run `npx skills add hashgraph-online/awesome-codex-plugins --skill governance-sync -a codex`. Or copy the skill folder (plugins/ariaxhan/kernel-claude/skills/governance-sync in hashgraph-online/awesome-codex-plugins) into .agents/skills/governance-sync in your project. Codex loads it when a task matches its description.
Cursor, Gemini CLI, GitHub Copilot and OpenCode also load SKILL.md folders. With the skills CLI, run `npx skills add hashgraph-online/awesome-codex-plugins --skill governance-sync -a cursor` (or -a gemini-cli, github-copilot or opencode for the others). To copy it by hand, put the folder in .cursor/skills/governance-sync, .gemini/skills/governance-sync, .github/skills/governance-sync and .opencode/skills/governance-sync in your project.
Going by SKILL.md and its folder, Governance Sync needs the command-line tools its instructions call (python3). Our summary lists: Python 3. Its frontmatter pre-approves these tools: Read, Bash.
SKILL.md contains no URLs. Any network use would come from the scripts or tools the agent runs. This is read from the text; nothing was executed.
Our automated static check of SKILL.md found notes only (pre-approves every shell command (allowed-tools: bash)), nothing it rates as a warning. It is not a guarantee. Review the folder before installing.
Governance Sync is published under the Apache-2.0 licence (the repository's licence). It allows redistribution, so the full SKILL.md is shown on this page.
About 800 tokens (SKILL.md is roughly 3.2k characters). Agents keep only the skill's name and description in context until a task matches; then they load SKILL.md in full.
Skills that share tags, products or a category with Governance Sync: Using Agent Skills (addyosmani/agent-skills, 103k stars), Claude Reflect (BayramAnnakov/claude-reflect, 1.7k stars), Neat-Freak Knowledge Closeout (KKKKhazix/khazix-skills, 21k stars) and Writing For Agents (bestofjs/bestofjs, 3.1k stars). The comparison table on this page puts their stars, adoption, token cost, safety result and licence side by side.
hashgraph-online (a GitHub organization) maintains it in hashgraph-online/awesome-codex-plugins, which has 1,255 GitHub stars. The repository holds 714 skills in this directory. The repository was last updated on October 9, 2026.
