This skill governs how the agent drafts, creates, comments on, triages and approves GitHub issues. The repository's policy and the selected YAML Issue Form are the final authority on format, so the agent never falls back to Markdown, a blank body or a browser route. Before writing anything it resolves the exact target as host, owner and repo instead of assuming the current repository, and runs one search of open and closed issues for duplicates.
Authority rules are strict. Labels at creation are limited to those the form declares, that exist and that the actor may apply. Protected labels such as status:approved and size:exception can change only on a direct human instruction naming the host, repository, issue or pull request number and action, and only when the authenticated actor holds MAINTAIN or ADMIN permission; size:exception also needs a documented rationale. Create and comment calls are tried once with no blind retry, and an unknown outcome halts further changes. A reference file, delegated-workflow-actions.md, must be read in full before any change after publication.

Legacy aliases are input-only, never emitted; provenance requires a verified producer.
Classification does not grant status or priority authority. Recommend zero or one issue type (abstain when unclear), and zero or one priority independently. Automatic classification: Preserve every existing type, priority and unrelated label, including multiples; defer conflicts to the human without adding a second type or overwriting. PRs require exactly one type under existing CI; automatic classification defers multiple types.
Human-authorized type correction is distinct from automatic classification: follow the exact named replacement gates in references/delegated-workflow-actions.md, preserving all unrelated labels. Catalog membership never replaces exact direct instruction, capability verification, protected handling, one attempt or readback. Any future historical migration, including the stale 870-target plan, must preserve human-existing types; this exception is not migration authority.
This is a documentation/asset contract, not runtime version/digest enforcement. That server-owned enforcement belongs to the external control center; no runtime schema or enforcement is introduced here.

Choose the fast path or minimal discovery. When discovery is needed, derive and verify HOST, REPO=OWNER/REPO, and TARGET=$HOST/$REPO from an explicit target or one unambiguous authenticated remote before target reads. Authenticate to HOST; discover only missing repository policy, default-branch Issue Forms/config, issue availability, Discussions routing, and labels. Treat dropdown.attributes.multiple: true as multi-select; otherwise treat it as single-select. Preserve labels, emojis, option text, and values. Stop on malformed, unsupported, missing, or ambiguous required structure.

Require every dropdown selection to exactly match a declared option. A required dropdown must have at least one valid selection. For multi-select, preserve every valid reviewed selection in declared options order; for single-select, preserve its one selected option. Immediately before mutation, perform one practical privacy scan of the title and body for actual local paths, usernames, hostnames, credentials or secrets, private project names, and private network addresses.
