The skill has the agent reason with the AI SAFE2 Framework v3.1, which has 161 core controls across five operational pillars plus a cross-pillar governance layer, CP.1 through CP.10. Where a platform profile applies, it is added on top; for MCP that means the CP.5.MCP profile, MCP-1 through MCP-19. It activates for agents and swarms, RAG and persistent memory, tool-calling and A2A or MCP integrations, agent identity and delegation, runtime guardrails and human-in-the-loop controls, and for AI security reviews, red teaming and compliance work.
Governing principles shape the answers: governance must be enforced at runtime, framework controls stay separate from profile controls so the MCP profile does not change the total of 161, historical version facts are preserved, model prose is not evidence that a protected state change happened, and the system fails closed when an enforcement decision cannot be made safely. The agent classifies autonomy with ACT tiers, applies HEAR and replication governance where needed, treats NEXUS as a reference implementation and asks for reconstructable evidence behind material claims. The folder also carries ChatGPT and Gemini instructions, an MCP server setup and an evals file.
