CS 过审预检
把发布风险检查接入内容生产：稿件阶段提前改，成片阶段按真实时码定位，修改后只复查受影响内容及其上下文。默认中文；未指定平台时检查小红书、抖音、B站、视频号，指定平台只查对应平台。普通投稿、广告合作、加热、带货、课程、直播分别处理。
选择检查模式
- 稿件预检：已有口播稿、字幕、标题、简介、标签，立即检查已有文本。只有稿件时以段落/行号定位，音轨、画面和实际时码标“未检查”，不要求先制作视频。
- 成片预检：检查真实文件、全部音轨、字幕、全画面文字与二维码；单独检查收到的标题、封面和发布文案。链接可用现有下载工具获取，不把下载当审核完成。
- 卡审分析：先区分投稿拒绝、加热失败、下架或低播放。保留平台通知、日期、版本与修改记录；通用通知不支持推断具体原因，低播放不证明限流。
- 修改后复查：对照旧报告和新素材，记录每项已修复/仍存在/无法验证；上下文可能改变时扩大检查。只收到替换稿就不能声称成片遮挡已完成。

默认 中性配置；仅用户明确选择时加载 严格地址配置。其中零网址、国外 AI 推广限制是可选个人要求，按配置实际范围执行，标“按你的要求修改”，不继承成陈硕的默认偏好，不冒充官方禁令。自定义配置优先，原文件不得覆盖。
缺少封面、主页、资质、商业授权、AI 标识或发布设置时标未检查；报告必须带入规则来源缺口和工具失败。已有语音模型先复用，缺依赖保留部分证据，不静默切换云端或自动下载权重。
案例与后续动作
卡审与重试先在本地记录通知事实、AI 假设、反例、版本变化及干扰因素；改后通过不能单独证明原因。需要案例格式读 案例区，需要修订规则读 版本治理。真实案例优先同平台/同场景/相近日期，模拟案例不作规则证据。
本 skill 不自动邀请贡献、不自动 fork、不默认向原作者提交 PR。用户明确要求公开贡献时，先准备可审查的匿名记录，确认具体公开内容的授权再使用可用 GitHub 工具；不上传原片、路径、私人截图或对话。审核授权不等于发布授权。
完成预检后给出本次最先修改的一项与复查条件。用户只要审核就交报告；用户同时要求改稿或修改成片时，在已有授权内继续对应制作能力。新增/修改规则运行 scripts/validate_framework.py 和相关回归。
