The skill operates on standalone Agent Skill folders, meaning a SKILL.md with optional references, scripts and assets. It follows a fixed flow from understanding the request through discovery, inspection, judging and a recommendation to a user gate, and only then acts, cleans up, reviews and verifies. The real SKILL.md is inspected before quoting, judging or installing, and every write is gated.
Reference files are loaded by step: search playbooks, discovery surfaces and manifests for finding skills, quality rubrics and adoption signals for judging, anatomy, authoring and description-tuning guides for creating, and improvement and cleanup guides for repairing, plus install gates and destinations, remote fetching and hooks. Rankings weigh evidence rather than popularity alone, and the search stops once one fit is clear. Pure wording polish goes to the octocode-prompt-optimizer skill.
