facts-implementImplements every @spec fact from a project's fact sheet in code, tags each one @implemented once done, and reports exactly what is left if it cannot finish.
The agent starts by running facts list to read the whole specification, including the domain section that defines the project's vocabulary, so it can reason about ordering using the same entity names the spec uses. It then runs facts check to see which command-facts currently pass or fail, and facts list --tags "spec" to get the actual set of facts ready to implement; a spec fact that already passes its check is verified and transitioned rather than re-implemented.
Only @spec facts are implemented. @draft facts are left for a separate facts-refine skill, and untagged facts are treated as already true or flagged for triage with facts-discover. The agent plans an implementation order from dependencies and section grouping, groups independent facts into parallel batches for subagents, and implements sequential ones in order. Short CLI aliases such as ll, at, rt, rm and ls are available for frequent operations.
