为当前项目排队一条干预意见，持久化到 run.json，下次 --pipeline 启动 / 恢复创作时自动注入
正在运行的 Coordinator，由其评估影响范围（改设定 / 重写已写章节 / 后续章节调整）。
原 TUI 是对正在运行的会话实时注入；一次性子命令进程无法注入另一进程里运行的会话， 因此本子命令做的是「排队待下次生效」。要立刻生效，排队后再跑一次
--pipeline恢复创作即可。
