What it does

Multi-target changes are written as version 2 TOML, planned afresh and policy-checked, with unresolved selectors or violations stopping the process. You see the exact kinds, identifiers, roles, bundle IDs and plan digest, a dry run comes first, and explicit approval is required right before a write. Event commands for health, pending, replay, archive and purge are covered too, with purge permanent and previewed before --yes.
