What it does

The agent reviews only the migration files named in the arguments, plus the code needed to check their compatibility, and never applies a migration. It first runs `scripts/check_scope.py` and stops if the checker rejects any path outside `migrations/`. Then it reads `references/review-checklist.md` and inspects each accepted file and its schema assumptions.

The report covers forward behavior, rollback limits, lock risk, data-volume risk, verification evidence and unresolved blockers, under the headings Scope, Evidence, Risks, Rollback, Blockers and Decision. The decision is blocked whenever required evidence is missing. The skill's allowed-tools entry pre-approves only the scope checker command for that turn and does not remove other tools or project permission rules.
