manage_observations 的 discover 查找匹配的 Extension observation capability。阅读返回的 description 和 configSchema,不要猜测 config 字段。manage_observations 的 list 检查当前会话是否已经存在相同目标,避免创建重复绑定或订阅。bind_context;需要条件触发时调用 subscribe_events。为高频事件设置明确的 admission、去重和 budget,必要时设置 ttl。全局 Extension 管理只表示提供者已安装、可用或已授权;它不等于当前会话已经在观察。Observation 关系属于当前会话,当前工具不支持跨会话操作,不要声称一次绑定会自动作用于所有会话。
