release-ciDocuments release automation, CI workflow constraints, the contribution gate and generated-file rules for the quota-axi repository, driven by release-please.
Releases come from Conventional Commit messages merged into main, and release-please handles version bumps, the changelog and release PRs. CHANGELOG.md and .release-please-manifest.json must never be edited by hand, and a guard workflow rejects PRs that touch them. Merging the release PR publishes to npm from release-please.yml through OIDC trusted publishing with provenance and no stored token. The skills/quota-axi/SKILL.md file is generated from src/skill.ts with pnpm run build:skill, and CI checks parity.
Every pull_request workflow must carry a paths-ignore filter for the release-please output set, meaning the manifest, CHANGELOG.md and package.json. The one deliberate exception is no-mistakes-required.yml, because its verdict depends on the PR body and not on changed files, and a test file guards both sides of that rule. The excerpt is truncated before the contribution gate and lockfile formatting sections.

quota-axi Release and CI Rules loads about 934 tokens when it runs. Until then it costs about 33 tokens; SKILL.md has 362 words of instructions outside code blocks.
Estimates: characters ÷ 4, the usual rule of thumb; real counts depend on the model's tokenizer. Scripts and assets cost tokens only if the agent reads them.
The automated check found no risky patterns in SKILL.md.
Automated static check — not a guarantee. Review scripts before installing. It scans the text of SKILL.md for risky patterns (piping downloads into a shell, reading credential files, hidden Unicode, destructive commands); files beside SKILL.md are not scanned.

quota-axi Release and CI Rules fits situations like: changing release-please configuration or the release workflow in quota-axi; adding a pull_request workflow that must respect the release path filters; working out why a PR touching generated release files was rejected; regenerating the quota-axi skill file after editing src/skill.ts.
Run `npx skills add kunchenguid/quota-axi --skill release-ci -a claude-code`. Or copy the skill folder (skills/release-ci in kunchenguid/quota-axi) into .claude/skills/release-ci in your project. Claude Code loads it when a task matches its description.

With the skills CLI, run `npx skills add kunchenguid/quota-axi --skill release-ci -a cursor` (or -a gemini-cli, github-copilot or opencode for the others). To copy it by hand, put the folder in .cursor/skills/release-ci, .gemini/skills/release-ci, .github/skills/release-ci and .opencode/skills/release-ci in your project.
Going by SKILL.md and its folder, quota-axi Release and CI Rules needs the command-line tools its instructions call (pnpm). Our summary lists: A checkout of the quota-axi repository; pnpm to run the build:skill script.
SKILL.md contains no URLs. Any network use would come from the scripts or tools the agent runs. This is read from the text; nothing was executed.
Our automated static check of SKILL.md found no risky patterns, such as piping downloads into a shell, reading credential files or hidden Unicode. It is not a guarantee. Review the folder before installing.
quota-axi Release and CI Rules is published under the MIT licence (the repository's licence). It allows redistribution, so the full SKILL.md is shown on this page.
About 934 tokens (SKILL.md is roughly 3.7k characters). Agents keep only the skill's name and description in context until a task matches; then they load SKILL.md in full.
