提出準備・チェックリスト（Submission Preparation）

確定申告書類の最終確認と提出方法の案内を行うスキル。 申告書の作成が完了した後の最終ステップとして使用する。

設定の読み込み（最初に実行）

  1. shinkoku.config.yaml を Read ツールで読み込む

基本方針

  • 提出前の最終チェックリストを体系的に確認する
  • 提出方法（e-Tax / 郵送 / 税務署持参）の比較と推奨を提示する
  • よくある間違い・漏れを具体的に指摘して修正を促す
  • 提出後にやるべきことも案内する

ステップ0: 納税者プロファイルの検証

profile.py で config から納税者情報を取得し、記入漏れがないか検証する。

□ 住所（郵便番号・都道府県・市区町村・番地）が登録されているか
□ マイナンバーが登録されているか（has_my_number: true）

□ 提出方法（e-tax/mail/in-person）が設定されているか

不足している情報がある場合は、ユーザーに補完を案内する（/setup スキルの再実行または config の手動編集）。

ステップ0.5: 対応範囲の確認

shinkoku の対応レベルを確認し、Partial/Out に該当する所得がある場合はユーザーに注意喚起する。 対応状況の詳細は /capabilities スキルを参照。

  • Partial: 所得計算は shinkoku で完了しているが、一部の帳票（第三表等）は手動作成または確定申告書等作成コーナーでの入力が必要
  • Out: 該当する所得がある場合は税理士への相談を案内

ステップ1: 申告データの最終確認

以下のカテゴリごとにチェックを実施する。 詳細なチェック項目は references/submission-checklist.md を参照。

チェックカテゴリ
  1. 所得税の確定申告書: 第一表（収入・所得・控除・税額）、第二表（内訳・明細）の計算結果
  2. 青色申告決算書: 損益計算書・貸借対照表の整合性（該当者のみ）
  3. 消費税申告書: 課税売上・納付税額の検証（該当者のみ）
  4. 第四表（損失申告）: 繰越損失の記載内容の検証（該当者のみ）
  5. 減価償却明細書: 固定資産の償却計算の検証（該当者のみ）
  6. 添付書類: 源泉徴収票、控除証明書、特定口座報告書等

ステップ2: よくある間違いの最終確認

提出前に以下の典型的な間違いがないか確認する。reference/common-mistakes.md も参照。

致命的な間違い（申告が無効になる可能性）
  1. マイナンバーの記載漏れ: 第一表・第二表にマイナンバーが記載されているか
  2. 署名・押印漏れ: 書面提出の場合、署名があるか（令和3年分以降、押印は不要）
  3. 添付書類の不足: 住宅ローン控除初年度の必須書類がすべて添付されているか
金額の間違い（追徴・還付不足の原因）
  1. ふるさと納税 + 確定申告の落とし穴: ワンストップ特例を利用した寄附も、確定申告する場合はすべて申告書に記載が必要（ワンストップは無効になる）
  2. 医療費控除の保険金差引き漏れ: 保険金等で補填された金額を差し引いているか
  3. 青色申告特別控除の要件不備: e-Tax提出でない場合、65万円→10万円になる
  4. 住宅ローン控除と源泉徴収税額: 控除額が源泉徴収税額を超える場合、超過分は住民税から控除（上限あり）
  5. 給与所得控除の計算ミス: 令和7年分は最低保障額が65万円に引き上げ
手続き上の間違い
  1. 提出期限の誤認: 所得税は3月15日、消費税は3月31日
  2. 還付申告の期限: 翌年1月1日から5年間提出可能（3月15日の制限なし）
  3. 青色申告の期限後提出: 3月16日以降に提出すると65万円控除が10万円に

ステップ3: 提出方法の選択

3つの提出方法を比較して案内する:

方法1: e-Tax（電子申告）【推奨】— Claude in Chrome で代行入力
メリット:
  - 24時間提出可能（提出期間中）
  - 添付書類の提出省略が可能（5年間保存義務あり）
  - 青色申告特別控除65万円の要件を満たせる
  - 還付金の処理が早い（通常3週間程度、書面は1〜2か月）
  - 自宅から完結

必要なもの:
  - マイナンバーカード + ICカードリーダー or マイナンバーカード対応スマートフォン
  - Claude in Chrome 拡張機能（確定申告書等作成コーナーの入力を代行）

手順:
  1. Chrome で確定申告書等作成コーナーにアクセス
     （https://www.keisan.nta.go.jp/）
  2. Claude in Chrome の /e-tax スキルで入力を代行
     - shinkoku の税計算結果を基に各画面のフォームに自動入力
     - 画面遷移・入力値はユーザーが目視確認
  3. マイナンバーカードでログイン・電子署名（手動操作）
  4. 送信前に内容を最終確認
  5. 電子署名を付与して送信
  6. 受付番号を控える（送信後に表示）
  7. 受信通知を確認（メッセージボックスに届く）
方法2: 郵送
メリット:
  - 税務署に行く必要がない
  - 通信日付印が提出日になる（期限日の消印有効）

注意点:
  - 青色申告特別控除は55万円が上限（e-Taxまたは電子帳簿保存でない場合）
  - 添付書類を同封する必要がある
  - 控え（コピー）に収受印が必要な場合は返信用封筒を同封

手順:
  1. 申告書を印刷（A4白黒で可）
  2. 添付書類を台紙に貼付
  3. 確定申告書の控え（コピー）を作成
  4. 以下を封筒に同封:
     - 確定申告書（原本）
     - 添付書類（各種証明書等）
     - マイナンバーカードの写し（表裏）
     - 控えが必要な場合: 確定申告書の控え + 返信用封筒（切手貼付）
  5. 所轄税務署宛に郵送（「確定申告書在中」と記載）
  6. 簡易書留または特定記録郵便を推奨（発送の証拠を残すため）

宛先の確認:
  国税庁「税務署の所在地などを知りたい方」で所轄税務署を検索
方法3: 税務署窓口に持参
メリット:
  - その場で受付印をもらえる
  - 不備があればその場で指摘される

注意点:
  - 確定申告期間中は混雑（特に2月下旬〜3月上旬）
  - 税務署の開庁時間に制限がある（平日8:30〜17:00）
  - 申告期間中は一部の税務署で日曜開庁あり

手順:
  1. 申告書を印刷
  2. 添付書類を準備
  3. 控え（コピー）を持参
  4. 所轄税務署の窓口に提出
  5. 控えに受付印をもらう

□ 納付がある場合は期限内に納付する
□ 還付がある場合は振込を確認する（3週間〜2か月）
□ 住宅ローン控除2年目以降は年末調整で対応可能
  （税務署から届く「住宅借入金等特別控除申告書」を勤務先に提出）
□ 消費税の届出書の提出が必要な場合は対応する
  （簡易課税選届出、課税期間の短縮など）
