Tech Review is an agent skill from k1ein-chen/Harness-Starter. Reviews technical decisions before implementation. Detects outdated or suboptimal approaches by searching current best practices. Use when the user asks to implement something using a specific tool, library, or methodology.
Its SKILL.md is about 400 tokens, which your agent loads only when the skill is triggered. It is a single SKILL.md file with no bundled scripts.

Estimates: characters ÷ 4, the usual rule of thumb; real counts depend on the model's tokenizer. Scripts and assets cost tokens only if the agent reads them.
The automated check found no risky patterns in SKILL.md.
