Council Execution is an agent skill from hex/claude-council. Executes council queries by running the query pipeline across selected AI providers (Gemini, OpenAI, Grok, Perplexity), displaying formatted responses verbatim, and generating a synthesis of consensus, divergence, and recommendations. Invoked by the ask command during standard (non-agent) council queries.
Its SKILL.md is about 820 tokens, which your agent loads only when the skill is triggered. It is a single SKILL.md file with no bundled scripts.
It sits in Productivity & Automation, covering Web search. It works with OpenAI, Perplexity and tmux. The repository describes itself as: Claude Code plugin that asks several AI coding agents the same question and shows their answers side by side. Gemini, OpenAI, Grok, Perplexity, Kimi and any model OpenRouter… The licence is MIT.
4 steps, taken from the step headings in SKILL.md.
Read from SKILL.md and the folder at commit 23867e1. It shows what the files ask for, not the result of running them.
Pre-approves nothing: there is no allowed-tools line, so your agent's usual permission prompts apply.
From allowed-tools in the SKILL.md frontmatter.
Shell commands in SKILL.md call:

No URLs in SKILL.md.
From URLs in SKILL.md, links to its own repository left out.
Names no API keys, tokens, secrets or passwords.
From names ending in _API_KEY, _TOKEN, _SECRET, _KEY or _PASSWORD in SKILL.md.
Council Execution loads about 824 tokens when it runs. Until then it costs about 81 tokens; SKILL.md has 411 words of instructions outside code blocks.
Estimates: characters ÷ 4, the usual rule of thumb; real counts depend on the model's tokenizer. Scripts and assets cost tokens only if the agent reads them.
The automated check found no risky patterns in SKILL.md.
Automated static check — not a guarantee. Review scripts before installing. It scans the text of SKILL.md for risky patterns (piping downloads into a shell, reading credential files, hidden Unicode, destructive commands); files beside SKILL.md are not scanned.
The full file from hex/claude-council at commit 23867e1, republished under its MIT licence (© hex). 411 words, ~824 tokens.
.claude/skills/council-execution/SKILL.md (or your agent's skills folder).bash ${CLAUDE_PLUGIN_ROOT}/scripts/run-council.sh --providers=gemini,openai -- "Your question"This outputs the path to the saved file (e.g., .claude/council-cache/council-1734567890.md).
Flag syntax: Use = with no spaces: --providers=gemini,openai
Pass only the flags the user asked for. Never add --no-pane, --quiet,
--no-cache or --no-auto-context on your own judgment; they are the user's
to choose, and the script already skips a pane that cannot open.
CRITICAL: Always place -- before the prompt to prevent prompt text containing dashes from being parsed as flags.
Run this Bash call with timeout: 600000 (ten minutes). The Bash tool's
two-minute default is shorter than a slow council round, and inside tmux a
provider failure makes the streaming pane offer the user a retry for
COUNCIL_RETRY_WAIT seconds (default 45) and then runs another provider round
if accepted. A call cut off mid-run loses the whole transcript, the answers
that did arrive included.
Use the Read tool to read the output file path returned by Step 1.
If the file's first line is <!-- council: round 1 was shown in the pane -->,
the user already read every round-1 answer in the streaming pane. Do not
reprint them. Instead, output one line per provider in round 1, taken from
its ## header (name, role, model, and any fallback note) followed by
answered or the Error: line under it. When the header says the seat fell
back, add the > <provider>: <reason> line printed under it. Then display VERBATIM the rest of
the file from its ## Round 2 heading, or from ## Synthesis when there is no
round 2 (debate rebuttals never reach the pane), and continue with Step 3 under
the ## Synthesis header. Without that first line, display the whole file as
below.
CRITICAL: Display the file content EXACTLY as written. Do NOT:
---)Simply copy-paste the entire file content into your response.
The file ends with a ## Synthesis header. Read
${CLAUDE_PLUGIN_ROOT}/prompts/synthesis.md and write your synthesis UNDER
that header following its structure (Consensus / Divergence / Recommendation)
and calibration rules.
After displaying the synthesis, tell the user:
(use this emoji 💾) Full output saved to
.claude/council-cache/council-TIMESTAMP.md(use the actual filename)
This lets them review the complete responses later.
Each provider section opens with a ## ● <Provider> (<role>) - <model>
header, where the dot is the provider's colour swatch. Display the header as
written.

Council Execution fits situations like: tasks that involve Web search.
Run `npx skills add hex/claude-council --skill council-execution -a claude-code`. Or copy the skill folder (skills/council-execution in hex/claude-council) into .claude/skills/council-execution in your project. Claude Code loads it when a task matches its description.
Run `npx skills add hex/claude-council --skill council-execution -a codex`. Or copy the skill folder (skills/council-execution in hex/claude-council) into .agents/skills/council-execution in your project. Codex loads it when a task matches its description.
Cursor, Gemini CLI, GitHub Copilot and OpenCode also load SKILL.md folders. With the skills CLI, run `npx skills add hex/claude-council --skill council-execution -a cursor` (or -a gemini-cli, github-copilot or opencode for the others). To copy it by hand, put the folder in .cursor/skills/council-execution, .gemini/skills/council-execution, .github/skills/council-execution and .opencode/skills/council-execution in your project.
Going by SKILL.md and its folder, Council Execution needs the command-line tools its instructions call (bash).
SKILL.md contains no URLs. Any network use would come from the scripts or tools the agent runs. This is read from the text; nothing was executed.
Our automated static check of SKILL.md found no risky patterns, such as piping downloads into a shell, reading credential files or hidden Unicode. It is not a guarantee. Review the folder before installing.
Council Execution is published under the MIT licence (the repository's licence). It allows redistribution, so the full SKILL.md is shown on this page.
About 824 tokens (SKILL.md is roughly 3.3k characters). Agents keep only the skill's name and description in context until a task matches; then they load SKILL.md in full.
Skills that share tags, products or a category with Council Execution: Surf (w-winter/dot314, 139 stars), Conversation Archive (garrytan/gbrain, 31k stars), Geo Fundamentals (wasp-lang/wasp, 19k stars) and Marketing Os (Yuzzyuk/marketing-os, 535 stars). The comparison table on this page puts their stars, adoption, token cost, safety result and licence side by side.
