The agent runs a phased interview for people who know what they want to automate but not the workflow syntax. It asks one question at a time and moves on only when the current phase is clear. The phases cover the goal, the trigger, what the workflow reads and writes, how data is gathered, guardrails, and external context such as APIs, web access or MCP servers.
Answers are mapped onto sections of the workflow file: the on block for triggers, permissions kept read-only for the agent job, tools, safe outputs, and pre-fetch steps that gather GitHub data with gh and jq so the agent reads compact JSON. It also asks whether the workflow should block merging, only advise or log quietly, and whether you run on GitHub.com, GHEC or GHES. Once requirements are clear, the skill points to a separate create-agentic-workflow guide, or to an agentic-chat guide when you want pseudo-code instead of a runnable file.
