The skill explains how a Claude Code skill is structured and how it gets activated. It covers YAML frontmatter, trigger types (keywords, intent patterns, file paths and content patterns), enforcement levels (block, suggest and warn), session tracking, the 500-line rule for keeping files short, and progressive disclosure, where detail lives in separate reference files.
Its system overview describes five wired hooks. A UserPromptSubmit hook runs before Claude sees your prompt and injects suggestions for relevant skills by matching keywords and intent patterns. A PreToolUse guard runs before Edit, MultiEdit or Write and can block an edit when a blocking skill has not been activated. Two PostToolUse hooks track edited files and clear activated skills from the pending list, and a Stop hook indexes dev docs and prunes stale session state. An optional error-handling reminder ships but is not wired in.
Six companion files cover advanced topics, hook mechanisms, a patterns library, a skill-rules reference, trigger types and troubleshooting, which lets the main file stay short under the 500-line rule.
