What it does

Reading always goes through gh issue view, gh pr view, gh pr diff, gh search, and gh run view rather than being summarized from memory, and a mutation such as creating an issue or PR, reviewing, or merging only happens on explicit request, never inferred from context. A missing or unauthenticated gh install fails loudly rather than silently falling back to a raw curl call against the GitHub API, since gh is what owns auth, pagination, and output shape here.
