The skill extracts repeated failures in read-only mode from the breezing orchestration ledger and the Judgment Ledger, then proposes `failure-rule.v1` candidates, each with a confidence score. Confidence follows how often a failure occurs: three occurrences give medium and five give high, as implemented in a Go package under `go/internal/failurecodifier/`.
Nothing is promoted automatically. A dry-run command, `./scripts/failure-codifier-propose.sh --dry-run`, prints a JSON array of candidates and writes to no source-of-truth file, and the `proposed_ssot_target` field only suggests whether a rule belongs in `patterns.md` or `decisions.md`. Editing those files through the codifier, unattended updates and changes to the `cc:*` markers in `Plans.md` are all forbidden. A reference covers the promotion workflow and a JSON schema defines the rule format.

Estimates: characters ÷ 4, the usual rule of thumb; real counts depend on the model's tokenizer. Scripts and assets cost tokens only if the agent reads them.
The automated check noted patterns worth knowing about, such as sudo or a known installer.
allowed-tools: Read, Bash, GrepAutomated static check — not a guarantee. Review scripts before installing. It scans the text of SKILL.md for risky patterns (piping downloads into a shell, reading credential files, hidden Unicode, destructive commands); files beside SKILL.md are not scanned.
