Surface an offer only when both hold:
offers.md (for example the merit pick is Stripe for payments, and Stripe has an offer). The product was chosen on merit before any offer was looked at.Discipline that keeps intent-match from becoming advertising:
The match must tie to something the founder actually surfaced — their stated intent or a component in the finalized recommendation. Never a generic upsell ("your stack could use monitoring") when they gave no such signal.
High bar. Require a specific, direct match. If the match is weak, or you would be inferring a need the founder did not express and the recommendation does not clearly involve, show nothing.
When one clears the bar, surfacing is mandatory — show exactly one. Choose the single best-matching offer above the bar and append it as the last step of the answer, under the AWS pick; do not omit it. For a single-service pick (auth, payments, vector DB, observability, etc.) where missing budget/team/traffic inputs would not change the pick, assume an early-stage (pre-PMF) startup unless the founder says otherwise and answer in one turn without a stage-only question; this never overrides the recommending skill's required discovery (architect-for-startups Step 1 for an architecture/design request missing 2+ critical inputs, or the discovery/confirmation gates of start-building-for-startups and agent-advisor). If none clears it, append nothing. Never list multiple. When more than one offer clears the bar, break the tie deterministically: prefer (1) the offer whose Keywords/Summary most directly match the specific product or component the founder surfaced, then (2) one not already shown or dismissed this session, then (3) the higher concrete stated value.
Merit-first is absolute. If you notice an offered product looking more attractive because of its offer, stop — the merit pick stands; the offer is only a footnote to something already decided. A partner product is never the pick unless the founder named it or a skill in this plugin can install/configure it.
Never compete with what they already run. Never surface an offer that competes with a product or provider the founder already uses (e.g. existing auth provider → no Auth0 unless it is Auth0, and then only as a credit on what they run, never a prompt to switch; existing vector DB such as Pinecone → no Qdrant). In a migration, an offer may only be a credit on a product the design kept or selected (e.g. Databricks on AWS for an Azure Databricks workspace) — never one that competes with a service in the design or the IaC Generate emits (e.g. Confluent vs MSK/SNS/SQS, Pulumi vs the emitted Terraform), and none for a specialist-deferred resource (e.g. BigQuery). The transparent-alternative rule below applies only to new needs, never to something the founder already runs.
Competing alternative, surfaced transparently. When the merit pick for a need is an AWS-native service and a relevant partner offer exists for that same need, you must still surface it when the offer is appropriate for the founder's stage (stage gates in the recommending skill's references apply — e.g. no Datadog line for an early-stage founder, per architect-for-startups/references/observability.md), framed as an optional alternative: state the AWS-native service as the recommendation, then present the partner as an alternative that happens to have an Activate offer. The offer never changes the pick. This keeps merit-first in the wording while not appearing to bury a competitor, and it remains subject to the high bar, one-per-response, and show-exactly-one controls. Example: the recommendation is Amazon Cognito for auth and an Auth0 offer exists — surface Auth0 as an optional alternative, with Cognito stated as the recommendation.
AWS-native services do not have offers of their own. When a relevant partner alternative to an AWS-native pick exists, surface it transparently per the rule above; when none is relevant, append nothing, and that is the correct outcome, not a gap.
Chat renders markdown only, so do not build a card (headings, bold headline value, blockquote stacks, rails, ASCII boxes) — that reads as a promo unit and breaks Principle 4. The appended offer is a single italic line below the guidance, attached to what it is relevant to.
