Stop using the old planningId; clear it if needed.action: "set_status" for simple state changes. If item is omitted, it updates the current in_progress item. When that item is set to completed and pending items remain, the gateway automatically starts the next pending item as in_progress and returns it as nextItem.completed, the gateway closes that planningId and it can no longer be used for real bundled tool calls.
