识别新增且趋于平稳的维度值：
- 对比当期和往期的维度值集合，找出当期存在但往期不存在的维度值
- 对每个新增维度值，计算其首次出现后在当期内每天的日环比变化幅度，判断是否平稳：
- 每日变化幅度均 < 10%：趋于平稳，纳入后续分析
- 存在日变化幅度 ≥ 10%：仍在波动，暂不分析
